I actually like Shivam Dube, but not sure he can succeed. As a batsman, he is one dimensional very good against spinners, mediocre against pacers. Average 43 against spin and 23 against pace in his IPL career.
Thats what the team needs, a middle order batter who can bash the spinners in T20Is so that bowlers like Adil Rashid or Livingstone doesn't destroy team's hope in ICC knockouts.Plenty are there to tackle pacers lets have one who can outplay the spinners. Without any doubt Dube should continue as n.o 4 in T20Is, instead of trying any useless, one dimmensionals in that spot

As far as bowling, so far he not shown anything. To get away with playing him we need a very deep batting line up and a captain who can use him well.
Hardik can be good in bringing best from him just like he did it with Shankar in IPL
For the T20I team, if we want batters who can hit spinners, SkAY, Rinku, NTTV are all big hitters and better batsmen than Dube. Then, we have a keeper usually and two openers. If you really want a hitter who can hit spin then Venkatesh Iyer has batted better than Dube in the chances he has gotten.
Dube is fine as a batter but he is crap as a bowler. If we really need an 6th bowler, we should cultivate NTTV.
