True. I have started keeping a spreadsheet (assuming the data will be available daily like tweeted out by the ministry today) to calculate basic stats. Among the larger states, AP leads after one day with 353 shots per million population. Kerala, Delhi and Karnataka follow with 230, 218 and 207. At the bottom end, TN is the worst at 39, with Punjab, Jharkhand, UP, TEL, WB with 44, 83, 95, 98 and 100... The national average is 143.
It is early though. Not sure why TN fell to the bottom end like that. Unusual.
