Arjun won 1 PGA tour title, 3 European tour titles, 8 APGA titles, while Anirban has so far won 2 European titles and 7 APGA titles. But Anirban finished T5 in a major (2015 PGA championships), and also finished T30 in the British Open in 2015, and T42 in the 2016 Masters. Anirban has made the cut in 7 majors so far, and has played a total of 13 majors to-date (versus just 5 for Arjun, in none of which he made the cut).
Jeev Milkha Singh has made the cut in 8 majors during his career, with a best finish of T9 in the 2008 PGA championship. The same year he also finished T25 in the Masters (the best finish by an Indian in that tournament, I think). Jeev played a total of 14 majors in his career, and remains the only Indian to have made the cut at least once in each of the four majors. (Anirban hasn't yet made the cut in the US Open). Jeev won 4 titles each on the European and Japan tours, and 6 in the APGA. He won the year-end championship of the EPGA once, and I think he did the same on the Japan tour once as well.

So, it seems we started getting better in golf from 2006-07. None of the Indians were ranked in top 200 before that or did the world rankings system in golf started around that time ?

1996 was the breakout year for Indian golf. That year India beat Scotland at the Alfred Dunhill Cup with Gaurav Ghei beating Colin Montgomery.

Jeev was 150th after one of his better performances on the Japan tour in 1999. So, it appears that he was the pioneer of the improvement in Indian golf. Looking at events in which they picked up 15 OWGR points on more, Jeev leads the pack with 12 (although 3 of them are in the Japan tour and 1 in the African tour), followed by Anirban with 7 and Arjun with 5.
Overall looking at the stats, Jeev is currently the GOAT of Indian golf although Anirban looks like he is on the way to displace him from that status.

Even without the stats, Jeev is easily the GOAT for being the pioneer (along with Arjun to a lower extent).

But he is only marginally ahead of Anirban in the GOAT stakes. Anirban has a better career-best finish in a major, and still has age on his side -- so he should be able to surpass Jeev's career achievements (including career-high world rank, and the key one of making the cut in majors: 7 by Anirban to 8 by Jeev), if Anirban is able to decisively reverse his decline in form of 2017.

Anirban needs to win a big tournament first to be in contention. His biggest win was at the Malaysian Open which was an ATP 250 level field.
Jeev has two tournament wins at that level and one at a high ATP 500/low 1000 level.
Anirban is certainly capable of producing a year with multiple top 10 finishes but I am always a bit uncertain in his capacity to finish well and win tournaments.

Looking at the rankings, from the Asian perspective, Japan and Korea appear to be far ahead of us. Thailand seems to be the other Asian nation with quite a few players in top 200. But, we seem to be ahead of others in Asia including China which is otherwise ahead of us in almost every other sport.
Mens tennis and golf seem to be the only ones where we seem to be slightly ahead of them but they may catch up soon.

They ain't catching us any time soon in two "K" sports. Kirikkett and Kabaddi. But then, they and most countries in the world have no clue what those sports are about.
